This is not a real crossover filter since the complete range of frequencies from the amplifier reaches the woofer drive.

Technically this is a crossover although a better name might be hi-pass filter.
In this price-, size- and weight-range you will not find any crossover that filters both tweeter and woofer because a filter for the woofer requires a big and heavy copper coil.
It is indeed important for a tweeter to filter out the low frequences but much less for a woofer.
Unless you have a professional system you won't hear much difference from woofer that receives all frequencies.
Because of the size and weight of a crossover for the woofer, you will almost never find passive High-End Professional PA speaker systems with crossovers inside the speaker.
These last ones use external crossovers and processors before the signal goes out of the amplifier so they don't need those big and heavy coils.
